The marsh is a reservoir. Rats on grazing marsh and around drainage ditches are a permanent population, not an infestation, and nothing done to an individual property changes that. What a property can do is stop being the easiest thing on the route - which means closing the building rather than trying to reduce what is outside it.
Park homes, statics and chalets all share one feature: the structure stands on blocks or piers with a skirted void underneath. That void is warm, dry, out of the weather and entirely undisturbed, and it is where the problem lives. Service pipes come up through the floor into it, so the journey from the void to the kitchen is inches.
Proofing that void properly - a sound skirt, sealed service penetrations, mesh at ground level - is usually the whole job. A treatment without it works until the next one arrives.
The docks side is the port pattern: freight, storage, and occasional arrivals that need identifying before they are treated.
